Justice: The Missing Infrastructure

What makes societies and economies thrive? We know that roads, energy, digital networks and financial systems are essential to growth and prosperity. But there is another foundation we rarely talk about: justice. Every day, people and businesses rely on fair and effective ways to resolve disputes, protect their rights, enforce agreements and deal with problems. When those systems fail, the effects reach far beyond the courtroom. Opportunities are lost, investment is discouraged, trust erodes and inequality grows. Yet justice is still too often treated as a service to turn to when something goes wrong, rather than as part of the infrastructure that allows societies and economies to function.

Justice Matters 2027 asks what changes when we see justice differently: not as a service at the margins, but as infrastructure at the heart of economic and social development. What does this mean for the way we build justice systems? How can we make them more responsive to the everyday needs of people and businesses? And what role can justice play in creating the conditions for investment, opportunity, stability and inclusive growth?

About the Conference

The Justice Matters conference will bring together justice leaders, policymakers, practitioners, innovators, researchers and development partners for high-level conversations and practical examples that challenge how we think about justice and its place in building thriving societies. Join us as we explore what it takes to put justice where it belongs: at the centre of how we think about development.

Join us in The Hague on 10–12 May 2027 for the Justice Matters conference – three days of high-level conversations, practical examples and fresh perspectives. Further programme details and speaker announcements to follow.
